Work Package 2: Mapping, Informing, and Improving the Eligibility Conditions for Migrants’ Access to Basic Services


WP2 will examine the legal conditions of access for third-country nationals with secure status residing in the four EU Member States analyzed in the project (Belgium, Germany, Hungary, and Spain) across the five areas transversally targeted in this action:

  1. employment;
  2. healthcare;
  3. housing;
  4. educational and vocational training and;
  5. social assistance, via a Policy Survey.

The results of the survey will be used to produce both country reports discussing current policy measures for TCNs’ access to basic services, recent policy changes, and key challenges that remain to be addressed in each examined country, as well as “Know your Rights” Q&A Brochures for each of the four countries of the project.

Furthermore, part of the actions of this WP is to set up a Migrant Info Kiosk in Brussels that will act as a bridge between service users and the various public administrations/service providers and advise TCNs on the social rights they are legally entitled to, while also guiding them on a case-to-case basis when specific problems in accessing basic services emerge. Lastly, using the rich empirical evidence and fresh knowledge collected in WPs 2-5, a Toolkit for Policymakers will be created.
